Evelyn studied the tear.

“This wasn't a seam failure.”

“No.”

“He grabbed here?”

She pointed.

“Yes.”

“And pulled backward?”

“Yes.”

“You remember exactly?”

“I hear it when I close my eyes.”

Evelyn stopped examining the fabric.

She looked at Maya.

“I'm sorry.”

Maya nodded.

Evelyn sat down.

“The city has acknowledged receipt of the preservation demand. They haven't provided footage.”

“How long?”

“They'll delay.”

“Can they?”

“They can try.”

Maya looked through the window.

“I keep thinking about Evans.”

“The rookie?”

“He saw it.”

“Did he say anything?”

“No.”

“But?”

“He looked horrified.”

Evelyn made a note.

“Fear is useful.”

Maya frowned.

“That sounds cruel.”

“Not his fear. Their fear.”

Evelyn closed the folder.

“People hide things when they think the truth threatens them. Hiding creates records. Calls. Emails. Access logs. Contradictions.”

“So what do we do?”

“We make them explain themselves.”

The department's official response arrived eleven days later.

Officer Miller had initiated a lawful stop based on a stolen vehicle alert.

Maya Johnson became verbally confrontational.

She failed to follow repeated commands.

She physically resisted detention.
