“I mailed it.”
The Captain nodded slowly.
“What happened?”
“Nothing.”
The Captain’s expression became very still.
The homeless man continued.
“A woman sleeping near the bus stop complained too.”
“What happened to her?”
“I don't know.”
“She disappeared from here.”
The officer interrupted.
“We relocate people all the time.”
The Captain turned.
“Relocate?”
The officer corrected himself.
“Encourage compliance.”
The Captain stared.
The phrase hung in the air.
The watch commander arrived ten minutes later.
A Black woman in her fifties.
Uniformed lieutenant.
She looked at the Captain.
Then the officer.
Then the homeless man.
The Captain immediately said:
“I witnessed physical force.”
The Lieutenant nodded.
“Understood.”
“I recorded it.”
“Understood.”
“My companion recorded from another angle.”
She looked toward the navy-jacketed man.
He nodded.
The Lieutenant asked:
“Who is he?”
The Captain answered:
“Internal professional standards investigator.”
The officer’s face changed completely.
The homeless man noticed.
So did everyone else.
The man in the navy jacket lowered his phone.
Then reached into his coat.
Badge.
Different insignia.
The officer stared between them.
“You were investigating me?”
The Captain answered carefully.
“We were reviewing field conduct in this sector.”
“Me?”
“Among others.”
The officer laughed once.
Nervous.
Disbelieving.
“So this was a setup.”
The Captain’s eyes hardened.
“No.”
“You chose to kick him.”
“We chose to record what you did.”
The distinction landed.
The officer looked toward the homeless man.
For the first time, he seemed to see him not as a problem to move but as a person whose presence might change his career.
That realization arrived too late.
The Lieutenant approached.
“Officer.”
He looked at her.
“Turn over your body camera.”
“It failed.”
“Turn it over.”
He unclipped it.
Handed it to her.
“Service radio.”
He complied.
“Vehicle keys.”
His face tightened.
“Lieutenant.”
“Keys.”
He handed them over.
The nearby crowd began whispering.
The Lieutenant lowered her voice.
“You're relieved of field duty pending review.”
The officer stared.
“Right now?”
“Yes.”
“Because of one kick?”
The Captain looked toward him.
The officer immediately regretted saying it.
The Lieutenant’s eyes narrowed.
“One kick.”
The phrase became worse in the silence.
The officer tried to recover.
“I mean, one incident.”
The Captain said:
“Stop helping yourself.”
The Lieutenant took his service weapon according to procedure.
The officer remained standing near the tree.
No handcuffs.
Not yet.
No dramatic arrest.
Real investigations did not always behave like viral videos.
The homeless man noticed.
He looked toward the Captain.
“You’re letting him go?”
