“You are the supervisor.”

“No.”

The Captain’s expression hardened.

“I am now a witness.”

That sentence changed everything.

The officer understood.

The Captain was separating himself from the internal process.

No private conversation.

No informal correction.

No “we’ll handle it.”

Witness.

Evidence.

Procedure.

The officer’s face went pale.

The Captain continued.

“Call the watch commander.”

The officer hesitated.

“Now.”

He reached for the radio.

The homeless man heard the exchange while the paramedics worked.

He looked toward the Captain.

Something bothered him.

Not suspicion.

Recognition.

He had seen the man before.

Not in uniform.

Not here.

Somewhere else.

He searched his memory.

A shelter?

Soup line?

Library?

Then it came.

Two weeks earlier.

The Captain had been in the park.

Plain clothes.

Sitting near the chess tables.

He had been watching officers speak with another homeless man.

Yesterday too.

Near the fountain.

Not coincidence.

The homeless man’s eyes narrowed.

The Captain noticed.

“Something wrong?”

“You’ve been here before.”

The Captain looked at him.

“Yes.”

“You were watching.”

“Yes.”

The homeless man glanced toward the officer.

Then back.

“Why?”

The Captain did not answer immediately.

The officer was close enough to hear.

The Captain said:

“Because complaints have been disappearing.”

Everyone near them went still.

The officer looked toward him.

“What complaints?”

The Captain watched the officer’s face.

“Interesting question.”

The officer swallowed.

The homeless man sat straighter despite the paramedic’s hand on his shoulder.

“What does that mean?”

The Captain looked at him.

“It means your incident may not be the first one.”

The homeless man laughed softly.

“No.”

“It isn't.”

The Captain stared.

The man continued.

“That officer?”

He looked toward him.

“Not the first time.”

The officer immediately said:

“That’s a lie.”

The Captain lifted one hand.

The officer stopped.

The homeless man looked toward the Captain.

“He threw my blanket away last month.”

The Captain’s expression changed.

“He what?”

“Said I couldn't leave property unattended.”

“Were you unattended?”

“I was getting water.”

“How far?”

The homeless man pointed toward a fountain maybe forty yards away.

“When I came back, blanket was in the trash.”

The Captain looked toward the officer.

The officer said:

“Abandoned property.”

The homeless man laughed.

“I was gone five minutes.”

The Captain asked:

“Did you complain?”

“Yes.”

“To whom?”

“Station front desk.”

“Written?”

“They gave me a form.”

“Do you have a copy?”

The homeless man looked embarrassed.

“No.”
