"Noncompliant how?"
The Sergeant stared at him.
The younger officer immediately corrected himself.
"I mean, what do you need?"
"Stand by."
The Black driver looked at the younger officer's chest camera.
Then back at the Sergeant.
"Good."
The Sergeant heard him.
"Good what?"
"His camera is recording."
The Sergeant stepped forward.
"You have something to say?"
The driver did not move.
"I've said what I needed to say."
The Sergeant jabbed a finger toward the sedan.
"Turn around."
The driver turned.
"Hands behind your back."
The younger officer looked surprised.
"Sergeant?"
The Sergeant ignored him.
The driver looked over his shoulder.
"Am I under arrest?"
"You're being detained."
"For what?"
"Obstruction."
The driver slowly faced forward again.
"I have obstructed nothing."
The Sergeant grabbed his right wrist.
The driver tensed.
Not to resist.
Only because the grip was sudden.
The Sergeant immediately raised his voice.
"Stop resisting."
The driver's eyes sharpened.
"I'm not resisting."
The customer with the phone stepped closer.
"He's not doing anything!"
The Sergeant looked over.
"Stay back!"
The witness stopped near the curb.
"I'm staying right here."
The Sergeant twisted the driver's wrist.
The Black man's jaw tightened.
The younger officer moved closer.
"Sergeant, his hand is already behind him."
"Take the other arm."
The younger officer hesitated.
"Sergeant."
"I gave you an order."
The younger officer looked at the Black driver.
The driver's expression was steady.
Not pleading.
Not angry.
Just observant.
He moved his free arm behind his back voluntarily.
The younger officer took it carefully.
The Sergeant applied the handcuffs.
The click was loud enough for the customer filming to capture it clearly.
The Black driver looked down.
Then toward the Sergeant.
"Now tell me the legal basis."
The Sergeant leaned close.
"You don't get to interrogate me."
"No."
The driver's voice remained level.
"But someone will."
The younger officer looked at him.
Something about the sentence unsettled him.
The Sergeant pushed the man toward the patrol car.
"Keep walking."
The Black driver took two steps.
Then stopped.
"Before you put me in that vehicle, I want confirmation that my car will be secured."
The Sergeant laughed.
"You think you're giving orders?"
"No."
The driver's eyes remained on him.
"I think I'm documenting what happens next."
The Sergeant's expression tightened.
He opened the rear door.
Then dispatch called.
"Unit Twelve, status?"
The younger officer touched his radio.
"One detained. No injuries."
