The tow threat did not arrive as a conversation. It arrived as letterhead. Maya read it twice at the kitchen table because the second reading was the one that caught the carbon copies. Council office. Police non-emergency desk. A sentence about health and safety that named no health and no safety. Grandma's floor creaked in the same place it had creaked when Maya was small and hiding from a thunderstorm. She called me and held the phone so I could hear a diesel engine two streets over, not committed, just tasting the block. The driver later told a marshal he had been paid to look, not yet to hook, and that the woman in the blazer had said the federal marks were stickers anyone could buy. He had not believed her. He had also not wanted to be the man who found out on a Tuesday with a chain in his hand.

Williams at JAG did not waste adjectives. She listed the statutes the way a person lists tools already on the bench. Relief act. Federal property. Access interference if the tow blocked the cut. False official-looking notice if the letterhead was being used as a costume. She filed the liaison review before lunch. Bethany, told by someone at the council office that a military lawyer had asked for the correspondence, called Maya and said escalation would be remembered at contract time for the district. Maya wrote the sentence down and read it back. Bethany hung up. The recording Maya had started, because she had started recording every call, kept four seconds of dial tone. Those four seconds were not dramatic. They were enough.

The 2019 planning letter was worse for being polite. Bethany had not written slurs. She had written standards, investment, impression, exclusive feel. Polite paper is how a board teaches a city to look away. Grandma's one-line reply was clipped to it with a rusted fastener. Those spaces stay. Maya photographed the fastener too, because she did not trust a story that could not show its clips. She called the Hendersons, the Johnsons, Sarah Martinez, the Kowalskis. Not one of them was surprised. Each of them had a drawer. The drawers, put on one table, stopped looking like bad luck.

Carl's development contract was the drawer behind the drawer. Pre-sold units, a phase titled acquisition strategy, a schedule that treated living owners as a delay. The market lot was a delay with a loading dock and a curb cut. Luxury renderings in the packet showed a plaza where the blue paint was. No symbol. No rail. A fountain. Maya put a finger on the fountain and said, she wanted water where people stand to get out of a van. I said we would keep the van. It sounded smaller than the fight. It was the fight.
