The board rejected Karen’s proposal. She left before the meeting ended. Two days later, another complaint was filed against Marcus. Then another.

By the time the rats came over the fence, Marcus had seventeen documented HOA complaints, three false municipal reports, two camera clips of projectiles thrown into his yard, and a growing sense that Karen’s idea of neighborhood standards had very little to do with rules and everything to do with control. Still, he had not imagined she would do something that could physically endanger children in a pool. He had underestimated her anger. That was a mistake he would not make twice.

Officer Rebecca Shaw arrived seven minutes after Marcus called 911. The EMS unit arrived just behind her because Marcus had reported multiple children exposed to live rats in a pool, with at least two showing scratches. Karen was still in her backyard when the officer came to the fence line. That surprised Marcus until he realized Karen did not yet understand that the situation had crossed from neighbor dispute into criminal investigation.

Officer Shaw was in her late thirties, steady-eyed, and careful with her tone. She spoke first with Marcus, checked on the children, and asked the EMTs whether anyone needed transport. Jordan’s scrape was cleaned and dressed. Mia was frightened but stable. The two younger boys were clinging to their mother, who had arrived from two houses down after hearing the screaming.

Then Shaw walked toward the fence. “Ms. Whitmore, did you intentionally throw those animals into Mr. Reed’s pool?”

Karen crossed her arms. “I moved a nuisance.”

“What nuisance?”

“There were rats near my property.”

“Where exactly?”

Karen waved vaguely toward the tree line behind her house. “Back there.”

Marcus stepped forward. “Officer, I have video.”

Karen’s head snapped toward him. “That camera invades my privacy.”

Shaw looked at her. “Is it mounted on his house?”

“Yes, but—”

“Does it show his yard and his pool?”

“Mostly.”

“Then I’ll look at it.”

Marcus pulled up the clip on his phone. Officer Shaw watched Karen lift a bag from beside her shed, carry it to the fence, look around, and throw. She watched the rats hit the water and the children scramble out of the pool. She watched Marcus get the kids inside. Then the audio played.
